Excellent illustration, thanks. Of the various ways to reduce the rent seeking I favor slashing the big govt regulatory honey pot.

Even if we zeroed the regulatory burden, so long is there large govt spending there will be rent seeking proptional to size of the spend.

There are structural solutions, e.g., part-time legislators, sort ion... But the fox is already in charge of the henhouse. Charter Cities are one escape.
